Mr. Alain Le Roy is a French diplomat who served as Secretary General of the European External Action Service from March 2015 to September 2016. In this capacity, he was in charge of around 3,400 staff and around 140 delegations in non-EU countries. Mr Le Roy also served as EU Special Representative in the Former Yugoslav Republic of Macedonia and as United Nations Under Secretary General for Peacekeeping Operations.
Le Roy holds a degree in engineering from the Ecole Nationale supérieure des Mines de Paris; a Diplôme d’Études Approfondies in economics from Paris 1 (Pantheon-Sorbonne University), and an Agrégation d'Economie et Gestion. He also has completed the program for senior managers in Government at the Harvard University’s John F. Kennedy School of Government.
